Many cities throughout the province have chosen to create legislative services departments that bring together key legislated municipal functions, creating efficiencies and synergies and associated benefits to the communities they serve.

A review of the City of Burnaby’s Clerk’s Department was undertaken to determine ways to strengthen administrative support to Council, its boards, committees and commissions and other related functions. 

As a result, a new department called the Legislative Services Department is being created, incorporating the current Clerk’s Department.  A new Director, Legislative Services position will be recruited to lead this department. 

What are the key functions of the new Legislative Services Department?

Legislative Services supports the increasing demands relating to in-person and electronic meetings, FOI requests, legislative changes requiring re-alignment of business processes and implementation of upcoming Electronic Content Management (ECM) system. Key functions include: 

  • Council Support and Meeting Administration: preparation of Council agendas, minutes and correspondence. Administrative support to Council Boards, Commissions and Committees. Statutory duties related to Public Hearings. Processing and maintenance of City bylaws.  Provide general administration support to members of Council, and provide procedural advice and guidance as required/requested. 
  • Records Management: implement, train and manage the City’s records’ classification system. Ensure compliance with the Freedom of Information and Protection of Privacy Act. Respond to Freedom of Information requests made by staff, media and the public. The Records and Information function will be separated to become FOI and ECM, to better manage workloads and improve service delivery and legislative compliance.
  • Municipal Archives: manage, describe and maintain City and community records. Conduct historical research and provide complimentary archival services.
  • Elections: manage, facilitate and conduct local government elections in full compliance with the Local Government Act.
