City opens feedback opportunity for park dedication removal

At a special meeting of City Council on March 20, 2023, Council has cancelled the Alternative Approval Process to consider removal of the park dedication for a portion of parkland at 4800 Riverbend Drive which was intended for construction of a Green Recycling and Organics (GRO) facility. Burnaby, BC – Through an Alternative Approval Process, City Council is asking whether electors oppose the adoption of Burnaby Park Dedication Removal Bylaw 2023 to remove the park dedication for a portion of undeveloped park land at 4800 Riverbend Drive proposed to be used for the proposed GRO facility.

The City sees the Green Recycling and Organics (GRO) facility as a significant step towards a circular economy, where nothing goes to waste. Household organics would be processed locally to be used as renewable fuel—displacing fossil fuels—and rich compost. The City anticipates reducing the equivalent of 14,000 tonnes of carbon emissions annually through this facility in what would be a crucial move towards achieving the City’s carbon reduction targets in 2030 and beyond.

To participate in the Alternative Approval Process, members of the public must be eligible to vote in the City of Burnaby local government election and either be a Resident Elector or a Non-Resident Property Elector.

Electors IN FAVOUR of the adoption of Burnaby Park Dedication Removal Bylaw 2023 do not need to sign and submit an Elector Response Form.

Electors OPPOSED to the adoption of Burnaby Park Dedication Removal Bylaw 2023 may sign and submit an Elector Response Form if they meet the qualifications of a resident elector or non-resident property elector in the City of Burnaby.

The deadline for submitting a completed Elector Response Form and supporting documents is 4 pm on April 28, 2023.

Where and how do I return the Elector Response Form?

  • In person: You can drop off the Elector Response Form to the Legislative Services Department, Burnaby City Hall (4949 Canada Way) during regular office hours (Monday to Wednesday and Friday, 8 am to 4:45 pm, and Thursday, 8 am to 8 pm, closed on statutory holidays).
  • 24-hour drop box: you can drop off the Elector Response Form in the secure drop boxes located at both entrances to Burnaby City Hall (4949 Canada Way). Drop boxes are cleared daily.
  • By mail: You can mail in your completed Elector Response Form to the Legislative Services Department, Burnaby City Hall, 4949 Canada Way, Burnaby, BC V5G 1M2.

People returning their Elector Response Form by mail should ensure they allow enough time for Canada Post to deliver it prior to the deadline. Elector Response Forms must be received before 4 pm on April 28, 2023. Any Elector Response Forms received after 4 pm on April 28, 2023 will not be accepted. Post marks will not be considered valid for return of completed Elector Response Form.
