City of Burnaby committed to organize a full-scale emergency exercise

The City of Burnaby is planning a full-scale emergency exercise on Burnaby Mountain, as directed by the City Council on July 22, 2024. The purpose of the exercise is to assess and enhance the City's emergency response capabilities, coordination, and resource management for a major incident on the mountain. The exercise will involve participants from all levels of government, key stakeholders and Rights Holders.

The City hired a third-party consultant to prepare a risk assessment and a computer animation simulation based on a hypothetical scenario of a major incident on Burnaby Mountain and at Westridge Marine Terminal. These materials were intended to be released on August 7, 2024, as part of the exercise preparation and public engagement. However, the City of Burnaby is unable to disclose the information at this time as planned as it recently received notification that Trans Mountain is asserting a claim under s. 21 of the Freedom of Information and Protection of Privacy Act (“FIPPA”). Section 21 provides protection for third party business information. The City is affording Trans Mountain the opportunity to address s. 21 in accordance with the notice provisions under FIPPA. Trans Mountain will have 20 business days from the date of notice (August 6, 2024) to respond, following which the City is required to issue a notice of decision.
