To better serve our community and provide clarity on the services offered, the City has updated the names of a few departments to match the terms used in other Lower Mainland municipalities. These changes will help residents easily identify and access the services they need.
- Revenue Services (formerly Tax Office): This new name reflects the broad range of financial services offered, beyond just tax-related matters.
- Licensing (formerly Licence Office): With this update, it is now easier to find and understand the process for obtaining various licenses.
- Crime Prevention Services (formerly Crime Prevention Unit): This change highlights our commitment to safety through comprehensive programs and initiatives designed to protect our community.
Key functions of Revenue Services include:
- Property Tax Administration: Managing property tax for the City and other provincial taxing authorities, including billing and payment processing.
- Utility Billing: Handling water and sewer billing and payment processing for residential and commercial properties.
- Supplementary Suite Fee: Administering the declaration process for supplementary suite fees.
- Refuse and garbage fees: Managing commercial refuse billing and residential garbage fee charges.
- Fee Collection: Collecting false alarm charges, bylaw violation payments, and other fees at City Hall.
- Revenue Projects: Coordinating new revenue processes, projects, and fee structures in partnership with other divisions.
- Fees and Charges Bylaw: Administering the Fees and Charges bylaw.
- Payment Processing: Processing payments for services such as Better at Home Invoices and Grocery Shop by Phone.
- Point-of-Sale Services: Providing point-of-sale services to City Hall, RCMP, Library, and the Recycling Center.
- Data Management: Managing master data for BC Assessment and Land Title and Survey Authority (LTSA).
- Business Partner Management: Setting up and managing accounts for businesses that work with the City.
- Rental and Lease Billing: Sustainment of City Rental and Lease billing.
Key functions of Licensing include:
- Business Licences: Processing applications, billing, payment processing and issuing business licences.
- Dog Licences: Processing applications, billing, payment processing and issuing dog tags.
- Bylaw Enforcement Intake: Handling complaints and inquiries related to:
- Business and property concerns such as unsightly premises, property misuse, unsafe dwellings/units, short-term rentals.
- Noise bylaw issues such as construction, parties/music, equipment use like leaf blowers and pressure washers.
- Smoking Bylaw and other bylaw concerns.
- Short Term Rentals and House Rentals.
- Violation Notices: Issuing violation notices related to short-term rentals and failure to submit Utility Declarations.
- Bylaw Officer Support: Assisting Bylaw officers in administering bylaw violation notices and letters.
Key functions of Crime Prevention Services include:
- Block Watch Program: Administering the Block Watch Program.
- Security Assessments: Conducting security assessments for residential and business properties and providing recommendations using Crime Prevention Through Environmental Design (CPTED) principles to improve security measures and safety for residents, visitors, businesses, and community members.
- Safe Community Series: Hosting monthly presentations on various topics to keep the public informed on ways to stay safe.
- Business Safety Toolkit: Providing an online business safety toolkit and resources to help businesses integrate crime prevention strategies.
- Community Presentations: Offering presentations to community groups on various safety topics.
- Community Events: Attending community events to raise awareness about crime prevention programs.
