Burnaby launches eCheck digital building plan review pilot program

Last updated: March 28, 2025

Burnaby has launched a pilot program for eCheck, a digital tool which pre-reviews building plans for compliance with the Burnaby Zoning Bylaw, and Explore, a map tool which provides easy and intuitive access to important zoning information for residential properties. The pilot program is funded in part by the CMHC Housing Accelerator Fund, and will help home-builders get timely feedback on zoning regulations, submit permit applications with fewer potential problems, and experience a faster, simpler, and more transparent application process.

During the initial pilot, applicants may opt in to eCheck for a faster review process when submitting a building permit application. The program is currently available for single-family dwellings without a suite, and with or without a laneway home (rear principal building). More home types will become eligible for eCheck after the initial pilot.

Users may also register for the Explore platform to find answers to a wide range of zoning-related questions which arise during development, including the maximum number of dwelling units permitted on the lot, parking requirements, and technical specifications like building height and setbacks.
While these automated tools will enable faster reviews, Burnaby’s plan checking staff will still review submitted documents to resolve complex issues and ensure compliance with the BC Building Code. eCheck is offered through Archistar, Burnaby’s software vendor for this pilot program.
