About this project
The Broadview Community Plan was adopted by Council in 1982. A recent rezoning application (Rezoning Reference #23-23), provides the opportunity for amendments to the Broadview Community Plan that will provide increased housing options and public space improvements in the area.
On November 20, 2023, Council authorized staff to accept the rezoning application for the site located at 3300 Boundary Road and 3718, 3732, 3744, 3790 Canada Way. Council also authorized staff to consider the transfer of density to the site from a mixed-use development proposed northeast of the site (Rezoning Reference #21-33, located at 3819 and 3841 Canada Way). On February 12, 2024, Council received a report regarding the rezoning application which authorized staff to initiate public notification and invite comments on the proposed amendments.
What’s happening now
The City is informing the community about the proposed amendments to the Broadview Community Plan, providing the opportunity for questions, and inviting feedback. Input received on the proposed amendments will be included in a future report to Council. More detail on the proposed development plan will be provided in a separate, future rezoning application.
Broadview Community Plan
The Broadview Community Plan area is one of Burnaby’s eleven Urban Villages which form part of the City’s Official Community Plan. Urban Villages are intended to accommodate non-Town Centre multi-family development and include a commercial component.
Proposed amendments
The site, which serves as a western gateway into both the Broadview Community Plan area and into Burnaby as a whole, comprises an entire block bounded by Boundary Road, Canada Way, Smith Avenue and Laurel Street. This plan amendment supports the proposed rezoning for a mixed-use development with commercial uses at street level and residential units above, public space improvements, and north-south pedestrian paths/courtyards through the site. This development would form the second phase to the first phase of mixed-use development proposed northeast of the site. The first phase would provide the majority of the non-market rental residential units required for both sites, market rental residential units, and new commercial opportunities, including for existing businesses on the site.
The proposed Broadview Community Plan amendment, as seen below, seeks to have mixed-use zoning as the land use designation for the entire block. The mixed-use land use designation is currently only on the east end of the block, with the rest designated for commercial use.
In addition, the proposed amendment – to accommodate the transfer of density from the site to the northeast – would permit increased height, from a maximum of 6 storeys to up to 13-14 storeys, as the site goes from east to west. The below conceptual massing diagram, pictured from the northwest, illustrates the proposed height and form of the proposed mixed-use development (red floors are commercial and blue floors are residential).
Both proposed amendments are in line with City policy, including the City’s Rental Use Zoning Policy (2020), recent updates to the Bainbridge and Lochdale Urban Village Plans, draft updates to the Royal Oak and Cascade Heights Urban Village Plans, and the City’s Urban Village Design Guidelines.
Our goals
Burnaby’s Urban Villages are designated to accommodate mixed-use neighbourhoods of moderate density and scale with locally serving commercial uses, employment, recreation, and other everyday services close-to-home. Furthermore, Burnaby’s Urban Village Design Guidelines are intended to set high-quality expectations for new developments in Urban Villages.
The proposed vision and concepts of the proposed Plan amendments support the goals within the City’s Economic Development, Social Sustainability and Environmental Sustainability strategies and would deliver exceptional urban design and public spaces that meaningfully contribute to the broader Broadview Community Plan.
