In 2023, the Local Government Act as part of the Province’s Homes for People Action Plan was amended to no longer require or prohibit public hearings for specific rezoning applications related to residential applications. For these rezoning applications without public hearings, public notice requirements will continue to apply (including publishing and mailing of rezoning notices) before first reading of the rezoning bylaw.

Council meeting: December 16, 2024, 5 pm

The following proposed zoning bylaw amendments will be presented for first and second reading at the December 16 Council meeting.  

Zoning Bylaw Amendments – Short-term Rentals and EV Charging

Propose amendments to the Burnaby Zoning Bylaw 1965 to permit short-term rentals in buildings that contain secondary suites and to clarify EV parking requirements.

The following proposed zoning bylaw amendments were presented for first and second reading at the November 18 Council meeting.  

Liquor and Cannabis Licensing Policy Implementation – Bylaw Amendments, Repeal and Covenant Discharge

Proposed changes to the Burnaby Zoning Bylaw 1965 in support of the City’s recently adopted Liquor and Cannabis Licensing Policy. The report also requests Council’s authorization to discharge existing liquor and cannabis related covenants.

Childcare and R1 District Housekeeping

To propose amendments to the Burnaby Zoning Bylaw to facilitate the creation of new child care spaces, and support implementation of the new R1 District.

Council meeting: September 23, 2024, 5 pm

The following proposed zoning bylaw amendments were presented for first and second reading at the September 23 Council meeting.  

Facilitate the installation of skysigns at the top storey of the northeast and southwest elevations. The skysigns would be visible from Still Creek Drive and Gilmore Diversion.

Council meeting: August 26, 2024, 5 pm

The following proposed zoning bylaw amendments were presented for first and second reading at the August 26 Council meeting.  

Construction of a high-density multiple-family residential development with a childcare neighbourhood commercial space. The development is comprised of a 29-storey mixed-use building and a 6-storey rental building. The mixed-use building includes a childcare and retail unit at grade, 4 small-scale office units on level 2 and market residential units. The 6-storey rental building includes both market and non-market rental units, including replacement units.

Permit the construction of 3 mid-rise strata apartment buildings atop a commercial podium with underground parking in accordance with Phase 1B of the Burnaby Lake Village Conceptual Master Plan (Rezoning Reference #22-28).

The following proposed rezoning applications and bylaws were presented for first and second reading at the July 22 Council meeting.  

To amend the Burnaby Zoning Bylaw to include a contemporary parking rate for multi-storey self-storage facilities.

Council meeting: June 24, 2024, 5 pm

The following proposed text amendment and bylaw was presented for first and second reading at the June 24 Council meeting.  

To amend the Burnaby Zoning Bylaw to implement electric vehicle (EV) charging requirements for new non-residential developments.

Council meeting: May 27, 2024, 5 pm

The following proposed rezoning application and bylaw was presented for first and second reading at the May 27 Council meeting.

To permit the full range of uses and development opportunities under the P3 District at 3676 Kensington Avenue to facilitate a revised design for community facilities.

To amend the Burnaby Zoning Bylaw to implement new Local Government Act requirements related to small-scale multi-unit housing in single- and two-family neighbourhoods, and other supplementary amendments.

To implement new Local Government Act requirements related to small-scale multi-unit housing through the rezoning of all current R District properties and portions of properties that are split-zoned as R District, which includes permitting the following minimum number of housing units in single- and two-family neighbourhoods;

  • 3 units on residential lots that are up to 280 m2
  • 4 units on residential lots that are greater than 280 m2
  • 6 units on residential lots that a1re at least 281 m2 and within 400 m of bus stops with frequent service
